In April 1987, he discovered a way to provide his growing customer base with Colombian cocaine at lower prices. He struck a deal with the Tujillo-Blanco brothers, associated with the Medellin cartel in Colombia, who provided him with several shipments of cocaine each week.

By the end of his career, he controlled more than 60% of D.C.’s cocaine market and was worth an estimated $50 million.
